Intermittent starting issues

Question

Hi... 

so the civic has been good for 7000 miles since top end rebuild, in till the other day where I driven half a mile down the road developed a misfire, after investigation changed plugs dizzy cap and rota, when I took the cap of and found the rota arm screw loose an stuck to the magnet in the distributor, so all put back together and done a oil change,

now the car is intermittent on starting and once it is starting it’s fine but doesn’t seem to be using vtech and a slight rasp coming from the exhaust at high revs. 
any advice grateful

Hi Jim. Is this a 1.5 sport, or a 1.4 or 1.6? If 1.4, it doesn't have vtec. When the starting issue arises, is it when the engine is stone cold, or after it's up to normal operating temp? It's hard to determine from the symptoms you've listed, but more than likely it's electrical (and possibly still something to do with the dizzy)
