Need help! Odometer not working but speedometer does

Hey, I'm having an issue with the odometer on my Honda Civic MA8, it stopped working. Sometimes it'll run for about 3 meters (if it starts) but then it stops. The speedometer works fine, but it started wobbling at low speeds (off by about 5 km/h up and down from the correct speed) when the odometer issue started. Although above 60 km/h it stays consistent and accurate.
 

I've already disassembled the speedometer part of the gauge, and all the gear teeth look fine. When I rotate them manually, everything works and counts ok. So my guess is it's something with the board or the electrical signal coming from the PCB.

From what I found online, people suggested resoldering the joints, so I took it to a guy and he said the joints looked fine and didn't do anything.
 

Has anyone else run into this? Should I have the joints resoldered anyway, or could it be something else?
