Fog light problem

I have not actually changed the fuse because one of the lights is working, so I was under the impression that if the fuse was blown they both wouldn't be working? I've changed the bulb and still no joy, but I'll try swapping them over to see if it's the unit itself.

just to wrap this problem up, i swaped them over this evening, and the 'broken' fog was still not working. i then put them back how they were and hey presto they both work! dont know what i did, but they both work now so thanks for the idea.
