Yeah plastic isn't exactly well known as a conductor.

I'd make one slight alteration and just electrify the metal panels so I could use the car as a cattle prod or as an anti theft device :D

 

I was referring to the special paint being the conductor somehow....I know plastic doesn't conduct.

Yeah the paint could possibly conduct, any gadgetry like that would probably have to be in direct contact with the bumper, probably drill a hole and have it flush with the surface?
