Could be worth pulling the pipe off under the bonnet and see if water gets out of the washer at all?

A mate of mine had the same thing but on both rears, just been for a full alignment and discovered the toe arm's was loose and that's caused the same wear on both his rear tyres, less than 6 months old!

Motor works but like you I get no water! We blew an air line down it from under the bonnet and air does come out of the rear nozzle! But water doesn't make it that far, think my motor isn't working at its best! There's an access point top centre with the boot open to check the line mate!
